MAKE (NW) Limited is proud to announce our appointment by Rossendale Borough Council as the acting Programme Manager for three of the borough’s most significant regeneration schemes, funded through the UK Government’s Levelling Up Fund (LUF).
Under this appointment, MAKE (NW) will be providing programme management expertise across:
- Rawtenstall Market Redevelopment – Delivering a revitalised, modern marketplace that enhances the visitor experience while supporting local traders. This includes overseeing the establishment of a temporary market to ensure continuity of trade during construction.
- Bacup Market Regeneration – Coordinating the redesign and phased delivery of an improved market environment, blending retained heritage elements with new features to support economic activity and community use.
- Rawtenstall Gyratory Highway Improvements – Managing the programme interface between market works and essential highway upgrades, improving traffic flow, pedestrian safety, and connectivity across the town centre.
Driving Delivery and Coordination
Our role will involve leading the programme’s strategic oversight, ensuring effective coordination between multiple projects, design and delivery teams, contractors, and stakeholders. By taking a programme-wide view, MAKE (NW) will help Rossendale Borough Council to:
- Maintain clear timelines and budgets across interconnected projects.
- Manage dependencies and mitigate risks, especially where works overlap geographically.
- Ensure smooth communication and engagement with the community, traders, and partner agencies.
A Regeneration Programme of Local and Regional Importance
These projects represent a multi-million-pound investment into the heart of Rossendale, aiming to stimulate economic growth, improve public spaces, and strengthen the borough’s appeal as a place to live, work, and visit.
Patrick Hickey, Director at MAKE (NW) Limited, commented:
“We’re delighted to be working alongside Rossendale Borough Council to deliver such a transformative set of projects. By managing these schemes as a single, interconnected programme, we can help ensure that the benefits are maximised for local residents, businesses, and visitors.”
MAKE (NW) looks forward to supporting Rossendale in bringing its vision to life — delivering projects that will make a lasting positive impact on the borough’s future
